This study examines the role of the National Investment Bank in monitoring the implementation and operation of investment projects within the framework of national planning systems, with a particular focus on the relationship among planning, implementation, and monitoring as interconnected components of economic development. The study is based on the assumption that planning does not end with the formulation of development plans and investment programs; rather, it extends to effective implementation, continuous monitoring, and performance evaluation to ensure the achievement of national development objectives. The study explains that economic planning represents an integrated process of information and data exchange among different planning levels, including the national level, sectoral institutions, and individual production units and projects. It emphasizes that the success of investment plans largely depends on the availability of coordination among planning, implementation, and supervisory institutions, as well as on the effectiveness of monitoring systems in identifying deviations and implementation problems at an early stage. The research also reviews the evolution of the Egyptian experience in economic planning, highlighting its transition from partial planning approaches to comprehensive planning systems, accompanied by the expansion of institutions responsible for planning and monitoring activities. Within this context, the National Investment Bank emerges as a significant institution that contributes not only to financing investment projects but also to supervising their implementation and ensuring consistency with broader economic goals. The study further emphasizes that effective monitoring requires accurate performance indicators, highly efficient institutional structures, and a clear allocation of responsibilities and functions. It also underlines the importance of employing suitable administrative and economic tools to guide projects and ensure efficient resource utilization.
