ملخص: أن الخطة الخمسية الجديدة تستمد أساسها من طبيعة جمهورية ألمانيا الديمقراطية باعتبارها دولة اشتراكية . ان الاشتراكية تعني بذل جهد ممكن في سبيل رفاهية الشعب ولتحقيق مصالح العمال و الفلاحين والتعاونيين والمثقفين وجميع العاملين الآخرين . وهذا الخط هو الذي اتبع في جمهورية ألمانيا الديمقراطية منذ نشأتها وعلى أساس متعاظم دوماً. The new Five-Year Plan derives its foundation from the very nature of the German Democratic Republic as a socialist state. Socialism means making every possible effort to promote the welfare of the people and to serve the interests of workers, peasants, members of cooperatives, intellectuals, and all other working people. This has been the guiding principle followed by the German Democratic Republic since its establishment, and it has been pursued with ever-increasing commitment.
