The paper discusses the theoretical foundations of economic planning and its role in directing scarce resources toward long-term development objectives while addressing the structural constraints commonly faced by developing economies, including low savings and investment rates, weak productive capacities, regional disparities, and rapid population growth. The study highlights how Egypt adopted national planning mechanisms to coordinate economic policies and prioritize investments across productive and social sectors in order to promote economic growth alongside social equity. Particular attention is given to the role of the state in mobilizing resources and allocating public investments to infrastructure, industry, agriculture, education, and other strategic sectors essential for sustainable development. The analysis emphasizes the importance of integrating planning with fiscal and monetary policies to improve resource allocation and enhance economic efficiency. Furthermore, the study explores the institutional, administrative, and financial challenges that often limit the effectiveness of development planning, as well as the influence of international economic conditions on domestic development strategies. The Egyptian experience is presented as an example of how planning can facilitate structural transformation, accelerate economic modernization, and support social progress when accompanied by effective institutions and reliable information systems. The study concludes that successful economic planning in developing countries depends on the existence of capable governmental institutions, accurate statistical frameworks, policy flexibility, and a balanced approach that combines economic growth with human development objectives. In this context, economic planning remains a vital strategic tool for promoting sustainable development, improving living standards, and strengthening national economic independence.
