تتناول هذه الدراسة، الصادرة عن معهد التخطيط القومي في مارس 1979، تطبيق أسلوب تحليل التشابك القطاعي (Input–Output Analysis) في دراسة التغيرات الهيكلية التي تطرأ على الاقتصاد القومي، مع الاستناد إلى حالة الاقتصاد المصري بوصفها نموذجاً تطبيقياً. وتنطلق الدراسة من فرضية أساسية مؤداها أن نجاح التخطيط الاقتصادي وصياغة السياسات التنموية يتطلبان فهماً دقيقاً للعلاقات المتبادلة بين القطاعات الاقتصادية المختلفة، وللآثار المباشرة وغير المباشرة التي تنشأ عن التغيرات في الإنتاج أو الاستثمار أو الطلب النهائي. توضح الدراسة أن التحليل الهيكلي يمثل أداة أساسية لفهم بنية الاقتصاد القومي وقياس درجة الترابط بين قطاعاته، كما يساعد في تفسير أنماط النمو الاقتصادي وتحديد الاختلالات الهيكلية التي قد تعوق عملية التنمية. ويؤكد الباحث أن أهمية هذا النوع من التحليل تتزايد في الاقتصادات النامية التي تواجه قيوداً تتعلق بندرة الموارد والحاجة إلى رفع كفاءة تخصيصها بما يحقق أهداف التنمية الاقتصادية والاجتماعية. وتعرض الدراسة الإطار النظري والمنهجي لجداول التشابك القطاعي، موضحةً كيفية استخدامها في تحليل هيكل الطلب النهائي، وتوزيع الإنتاج بين الاستهلاك والاستثمار والتصدير، وقياس كثافة استخدام الموارد والسلع الوسيطة في العملية الإنتاجية. كما تناقش إمكانية الاستفادة من هذه الجداول في تقدير الآثار الاقتصادية المترتبة على التغيرات في الطلب أو الاستثمار، وفي تقييم البدائل المختلفة للسياسات الاقتصادية. وتولي الدراسة اهتماماً خاصاً بمفهوم «القطاعات الرائدة»، أي القطاعات القادرة على إحداث تأثيرات واسعة في بقية قطاعات الاقتصاد من خلال روابطها الإنتاجية والتجارية. ومن خلال تحليل هذه الروابط يمكن توجيه الاستثمارات والموارد نحو الأنشطة الأكثر قدرة على دعم النمو الاقتصادي وتحقيق التوازن الهيكلي. وتخلص الدراسة إلى أن تحليل التشابك القطاعي يوفر إطاراً علمياً متكاملاً لدراسة التغيرات الهيكلية في الاقتصاد القومي، ويساعد متخذي القرار على بناء سياسات تنموية أكثر كفاءة. كما تؤكد أن استخدام هذا الأسلوب في الاقتصاد المصري يتيح فهماً أعمق لخصائص البنية الاقتصادية ولمجالات التطوير المطلوبة لتحقيق نمو اقتصادي متوازن ومستدام.
This study, published by the National Planning Institute in March 1979, examines the application of Input–Output Analysis as a methodological framework for investigating structural changes within the national economy, with particular reference to the Egyptian economy. The study is based on the premise that effective economic planning and development policy formulation require a comprehensive understanding of the interrelationships among economic sectors and of the direct and indirect effects generated by changes in production, investment, and final demand. The author argues that structural analysis constitutes a fundamental tool for understanding the composition of the national economy and the degree of interdependence among its sectors. Such analysis facilitates the identification of growth patterns, structural imbalances, and developmental constraints that may hinder economic progress. The study highlights the particular relevance of this approach for developing countries, where scarce resources and complex structural challenges necessitate efficient allocation mechanisms and evidence-based planning. A major focus of the study is the theoretical and methodological foundation of input–output tables. These tables are presented as valuable instruments for examining the structure of final demand, the distribution of output among consumption, investment, and exports, and the intensity with which intermediate goods and productive resources are utilized. The study further demonstrates how input–output models can be employed to estimate the economy-wide consequences of shifts in demand, investment policies, and sectoral production patterns. Special attention is given to the concept of “key” or “leading” sectors. These sectors possess strong backward and forward linkages capable of generating multiplier effects throughout the economy. By identifying such sectors, policymakers can prioritize investments and direct resources toward activities that maximize economic growth, structural transformation, and overall development effectiveness. The study concludes that input–output analysis provides a rigorous and comprehensive framework for examining structural economic change and for supporting informed decision-making. In the Egyptian context, the methodology offers valuable insights into the structure of production, sectoral interdependencies, and resource allocation patterns. Consequently, it serves as an important analytical tool for designing development strategies aimed at achieving balanced, sustainable, and long-term economic growth.
