Many economic studies in the fields of labor and manufacturing have shown that the expansion of manufacturing industries has not led to high rates of employment of the natural increase in the workforce, nor has it eliminated the phenomenon of full or disguised unemployment in many developing countries. The contribution of the industrial sector to employment growth during the 1960s and 1970s in developing countries was limited, despite the fact that many of these countries gave special importance to investments in the industrial sector in general and manufacturing in particular. Employment goals in many of these countries were achieved through increased employment rates in the trade, distribution, and services sector, whether the increase in the tertiary sector was a result of, or a recurring effect of, the growth of the edifice sectors (agriculture, industry, electricity, and construction), or due to spontaneous growth in the tertiary sector (1). For example, if we assume that the manufacturing sector absorbs 20% of the workforce, then employment in this sector would need to increase by 15% annually to accommodate the annual increase in the workforce, assuming that the workforce grows annually at a rate of 3%.
