The analysis begins by addressing the historical and structural conditions faced by developing countries emerging from colonial domination, including weak productive capacities, distorted economic structures, and dependence on external markets. In response to these challenges, national planning emerged as a strategic instrument for mobilizing domestic resources and guiding them toward comprehensive development objectives. The study argues that comprehensive national planning extends far beyond economic forecasting or the preparation of future estimates; rather, it represents an integrated process through which economic, social, and political goals are defined in quantitative and time-bound terms, while simultaneously identifying the institutional and organizational mechanisms required for their achievement. The research emphasizes that planning encompasses the entire national economy, including productive and service sectors, and seeks to coordinate economic activities in a manner that ensures efficient resource allocation and a balanced relationship between consumption, investment, and capital accumulation. Furthermore, the study discusses the essential conditions for the success of a comprehensive planning system, including the existence of a competent central planning authority, reliable statistical information, effective administrative institutions, and a clear developmental vision. Particular attention is given to the relationship between economic growth and social objectives, highlighting the role of planning in improving living standards, promoting social justice, and redistributing income in favor of working populations. The study also reviews the theoretical foundations and institutional framework of the Egyptian planning system, analyzing planning procedures, implementation mechanisms, and the challenges associated with institutional coordination, policy execution, and administrative efficiency. The findings suggest that comprehensive national planning constitutes a vital framework for achieving independent development, accelerating economic growth, and facilitating structural transformation within the national economy. However, its effectiveness depends upon the availability of strong institutions, continuous monitoring and evaluation mechanisms, and the integration of economic efficiency with broader social goals. Ultimately, the study concludes that comprehensive planning remains an indispensable instrument for sustainable development when implemented within a coherent long-term developmental strategy capable of balancing economic and social priorities
